Delays building by the 31-115 and ramp to Liberty is closed. Westbound 401 jammed approaching Stevenson with a left lane blocked by a collision. Eastbound 401 slow from Kipling to the 400 in Express and Collector. Southbound 410 busy from Sandalwood to Bovaird.
